But not every grievance was\r\nredressed. If the contractors, for example, were no longer permitted to\r\nply some practices peculiar to their tribe everywhere, such as providing\r\nshoddy cloth, rations not sound, or false in the measure; not the less\r\nimpressment, for one thing, went on. By custom sanctioned for centuries,\r\nand judicially maintained by a Lord Chancellor as late as Mansfield,\r\nthat mode of manning the fleet, a mode now fallen into a sort of\r\nabeyance but never formally renounced, it was not practicable to give up\r\nin those years. Its abrogation would have crippled the indispensable\r\nfleet, one wholly under canvas, no steam-power, its innumerable sails\r\nand thousands of cannon, everything in short, worked by muscle alone; a\r\nfleet the more insatiate in demand for men, because then multiplying its\r\nships of all grades against contingencies present and to come of the\r\nconvulsed Continent.\r\n\r\nDiscontent foreran the Two Mutinies, and more or less it lurkingly\r\nsurvived them. Hence it was not unreasonable to apprehend some return of\r\ntrouble sporadic or general. One instance of such apprehensions: In the\r\nsame year with this story, Nelson, then Vice-Admiral Sir Horatio, being\r\nwith the fleet off the Spanish coast, was directed by the admiral in\r\ncommand to shift his pennant from the _Captain_ to the _Theseus_; and\r\nfor this reason: that the latter ship having newly arrived in the\r\nstation from home where it had taken part in the Great Mutiny, danger\r\nwas apprehended from the temper of the men; and it was thought that an\r\nofficer like Nelson was the one, not indeed to terrorise the crew into\r\nbase subjection, but to win them by force of his mere presence back to\r\nan allegiance, if not as enthusiastic as his own, yet as true. So it\r\nwas, that for a time on more than one quarter-deck anxiety did exist. At\r\nsea precautionary vigilance was strained against relapse. At short\r\nnotice an engagement might come on. When it did, the lieutenants\r\nassigned to batteries felt it incumbent on them in some instances to\r\nstand with drawn swords behind the men working the guns.\r\n\r\nBut on board the seventy-four in which Billy now swung his hammock very\r\nlittle in the manner of the men and nothing obvious in the demeanour of\r\nthe officers would have suggested to an ordinary observer that the Great\r\nMutiny was a recent event. In their general bearing and conduct the\r\ncommissioned officers of a warship naturally take their tone from the\r\ncommander, that is if he have that ascendency of character that ought to\r\nbe his.\r\n\r\nCaptain the Honourable Edward Fairfax Vere, to give his full title, was\r\na bachelor of forty or thereabouts, a sailor of distinction, even in a\r\ntime prolific of renowned seamen. Though allied to the higher nobility,\r\nhis advancement had not been altogether owing to influences connected\r\nwith that circumstance. He had seen much service, been in various\r\nengagements, always acquitting himself as an officer mindful of the\r\nwelfare of his men, but never tolerating an infraction of discipline;\r\nthoroughly versed in the science of his profession, and intrepid to the\r\nverge of temerity, though never injudiciously so. For his gallantry in\r\nthe West Indian waters as flag-lieutenant under Rodney in that admiral’s\r\ncrowning victory over De Grasse, he was made a post-captain.\r\n\r","title":"Chunk 1"},"relationships":[{"peer":"01KG8AKFBVG7QH9TYDJZBNPACG","peer_type":"section","predicate":"in"},{"peer":"01KG89J1FFTGRE9J93Z3K29NGY","peer_type":"file","predicate":"extractedFrom"},{"peer":"01KG89HMDZKNY753EZE1CJ8HZW","peer_type":"collection","predicate":"collection"},{"peer":"01KG8AM585RGPPVMSZ27YK695A","peer_type":"chunk","predicate":"next"}],"ver":2,"created_at":"2026-01-30T20:48:27.909Z","ts":"2026-01-30T20:48:34.693Z","edited_by":{"method":"manual","user_id":"01KFF0H3YRP9ZSM033AM0QJ47H"}}
