It outlines executive actions concerning the future of U.S. Navy training operations on the island of Vieques, Puerto Rico. The directive establishes conditions under which a referendum will determine the continuation or termination of military activities on the island, with key provisions tied to environmental remediation, land transfer, and infrastructure investment.\n\n## Context  \nThis directive is part of the [More Classics](arke:01KFXT0KM64XT6K8W52TDEE0YS) collection, a curated set of documents managed under a system-controlled workflow involving automated processing agents for file conversion, OCR, text assembly, and metadata extraction. The document reflects a significant moment in U.S.-Puerto Rico relations, addressing long-standing local opposition to military use of Vieques, particularly live-fire training, while balancing national defense readiness requirements.\n\n## Contents  \nThe directive mandates a referendum of Vieques voters—conducted under Puerto Rico’s electoral laws—by May 1, 2001, or within 270 days of the order, to decide between two options: (1) complete cessation of Navy training by May 1, 2003, or (2) continuation of training, including live fire, under Navy-proposed terms. If the referendum favors termination, Navy lands on the eastern side of Vieques will be transferred to the General Services Administration (GSA) and the Department of the Interior, with environmental restoration required under CERCLA standards and ordnance clearance mandated. These lands may not be reused for military purposes. If the Navy’s proposal is approved, the U.S. government will provide $50 million for infrastructure and housing improvements in western Vieques. Until the referendum, Navy training is limited to 90 days per year using non-explosive ordnance, with joint efforts to secure the range from intrusions.","description_generated_at":"2026-01-27T20:04:58.945Z","description_model":"Qwen/Qwen3-235B-A22B-Instruct-2507","description_title":"Presidential Directive 1001","end_line":728,"extracted_at":"2026-01-27T20:03:33.692Z","extracted_by":"structure-extraction-lambda","label":"Presidential Directive 1001","source_file":"01KG0GTCBVMYE4TTDCV9ZPXFTA","start_line":702,"text":"Presidential Directive 1001\n\nBy virtue of the authority vested in me and in order to further the interests of national defense and national security and to address the legitimate interests and concerns of the residents of Vieques and the people of Puerto Rico, I hereby direct the following:\n\n1. The future of Navy training on Vieques will be determined by a referendum of the registered voters of Vieques using Puerto Rico electoral laws and regulations as they exist at the time of this order. This referendum will occur on May 1, 2001 or 270 days prior to or following this date, the exact date to be specified on the request of the Department of the Navy. (This specified date and the terms of the referendum must be requested at least ninety days in advance of the referendum.) It is understood that the execution of this memorandum is contingent upon the Government of Puerto Rico authorizing and supporting this referendum.\n\n2. This referendum will present two alternatives. The first shall be that the Navy will cease all training not later than May 1, 2003. The second will permit continued training, to include live fire training, on terms proposed by Navy. Live fire training is critical to enhance combat readiness for all our military personnel and must occur in some location.\n\n3. In the event the referendum selects the option of termination of Navy activities, then\n\n(a) Navy lands on the Eastern side of Vieques (including the Eastern Maneuver Area and the Live Impact Area) will be transferred within one year to the General Services Administration for disposal under the Federal Property and Administrative Services Act, except for conservation zones which will be transferred to the Department of the Interior for continued preservation.\n\n(b) The GSA will supervise restoration of the Eastern Maneuver Area to meet CERCLA environmental standards before it is transferred under the Federal Property and Administrative Services Act. The Government of Puerto Rico may request transfer of the restored lands in accordance with this Act. The Live Impact Area will be swept for ordnance and fenced to meet the same range standards used\n\n<!-- [Page 25](arke:01KG0GQ5KK96J2MZ1BFCT7ME4P) -->\nafter the closure of the live impact area used by Naval Air Station, South Weymouth, Massachusetts.\n\n(c) Under no conditions will the land described in this paragraph be returned to the Department of Defense or used for military training.\n\n4. In the event the referendum selects the option submitted by the Navy, the U.S. government will further provide for the enhancement of infrastructure and housing on the Western portions of Vieques in the amount of $50 million.\n\n5. Between the date of this directive and the referendum, the following will occur:\n\n(a) The Department of Defense and the Commonwealth of Puerto Rico will work in cooperation with relevant federal authorities to ensure the integrity and accessibility of the range is uninterrupted and trespassing and other intrusions on the range cease entirely by providing complementary support with federal, state and local jurisdictions.\n\n(b) Navy training on Vieques will recommence, but it shall not exceed ninety days per calendar year and will be limited to non-explosive ordnance.\n","title":"Presidential Directive 1001"},"relationships":[{"peer":"01KFXT0KM64XT6K8W52TDEE0YS","peer_label":"More Classics","peer_type":"collection","predicate":"collection"}],"ver":2,"created_at":"2026-01-27T20:03:34.278Z","ts":"2026-01-27T20:04:59.140Z","edited_by":{"method":"manual","user_id":"01KFF5C36SQEVDHC9CBNZZJH9K"}}
